The Office of Technology and Innovation (OTI) enables the DMHC to deliver essential services to the State of California using information technology. The systems that the OTI supports have become a valuable tool in the execution of DMHC’s business functions. The Information Security Office (ISO) develops, reviews, and maintains programs associated with the protection of assets that includes personnel, information, software and hardware. The ISO is responsible for the ongoing application of principles, policies and procedures to maintain, monitor, control and protect cyber infrastructure in order to ensure the confidentiality, integrity and availability of production systems and applications.  

JOB SUMMARY

Under direction of the IT Manager I as part of the Information Security Office (ISO), the incumbent works both independently and as part of the Information Security team in support of the mission of the department through continuous improvement of the department’s information security program and dedication to protecting the confidentiality, security, and availability of department information resources. Areas of responsibility include cloud and on-premises information security technology systems and services, information security operations and incident response, information security audits and assessments, information security policy and procedure, and information security compliance and reporting.

Working Conditions

The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.

This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

Special Requirements

  • The position(s) require(s) a Background Investigation be cleared prior to being hired.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Experience with writing and/or updating policies/procedures.
  2. Working knowledge and understanding of State and Federal regulation including: NIST 800-53 and NIST Cybersecurity Framework (CSF), State Information Management Manual (SIMM), and/or State Administrative Manual (SAM).
  3. Incident Response experience.
  4. Experience with Continuity of Operations, Technology Recovery, Business Continuity, and Disaster Recovery Planning.
  5. Ability to meet critical deadlines with changing priorities.
  6. Experience with Microsoft cloud applications such as Sentinel, Azure, and Defender.
  7. Experience monitoring consumption of cloud resources, application performance, and systems security posture.
  8. Knowledge of security hardening, network designs, implementation recommendations, and troubleshooting of cloud and on-premises architecture.
  9. Experience and knowledge in the practices, principles, and techniques of information security.
  10. Demonstrated ability to effectively communicate verbally and in writing to all levels of management and staff.
