Position: Federal Proposal Manager

Their products are used by over 300 law enforcement, military, and public safety agencies worldwide.
About the Role: The Proposal Manager is responsible for leading, coordinating, and managing the full lifecycle of government proposal efforts at goTenna, encompassing local, state, and federal contracts. This includes:
- Establishing and managing proposal response processes (timelines, review cadences, and team coordination) to ensure timely, high-quality submissions.
- Leading multiple proposal development efforts simultaneously across various government opportunities, such as RFPs, RFIs, White Papers, Grants, BAAs, Sources Sought Notices, Task Orders, IDIQ contracts, OTAs, and SBIR/STTR contracts.
- Ensuring compliance with procurement regulations including FAR, DFARS, GSA schedules, and GWACs.
- Researching and identifying government contract opportunities that align with goTenna’s objectives.
- Developing a deep understanding of goTenna products to independently draft content for proposals.
- Collaborating with internal teams (business development, legal, finance) to meet compliance and operational requirements.
- Working with prime contractors and subcontractors, ensuring strategic alignment.
- Refining goTenna’s proposal approaches and best practices to bolster competitiveness and efficiencies.
Requirements: Required Experience: - Minimum of a 4-year degree from an accredited college or university
- 4+ years experience managing government proposals (local, state, and federal)
- Excellent understanding of government procurement processes, contract vehicles (RFI, RFP, RFQ, SBIR/STTR, IDIQ, GWAC, BAA, OTA, CRADA), and regulatory compliance (FAR, DFAR, etc.)
- Demonstrated ability to manage multiple proposal efforts simultaneously while meeting deadlines
- Exceptional written and verbal communication skills
Preferred Experience: - Advanced degree in business administration, communications, networking, defense, or a related field
- Experience working with public safety, emergency management, law enforcement, or municipal agencies
- Prior experience with government contracting officers and procurement teams
- Familiarity with cooperative purchasing agreements and state/local procurement processes
- Experience working with prime contractors on complex government solicitations
- ITAR: U.S. Citizen or Green Card Required
- Ability to lift 30 lbs.
- Placement level (entry, senior, etc.) determined by experience and qualifications
