Job Description

Armand Corporation , an award-winning, Minority/Women Business Enterprise (M/WBE) Construction Management firm with over 34 years of success in the industry , is seeking a full-time Finance/Compliance Analyst to support a major federal infrastructure project involving complex rail, transit, and transportation construction initiatives in New York and New Jersey .

Position Overview:

The Finance/Compliance Analyst will play a key role in supporting the financial integrity, reporting accuracy, and compliance of construction projects funded by federal and state grants. This individual will be responsible for preparing monthly financial reports, supporting audits, processing reimbursable expenses, and maintaining strict adherence to federal and agency-specific compliance standards.

This position requires strong technical skills in construction accounting , knowledge of federal grant requirements , and the ability to work collaboratively across finance, project management, and contract teams.

Key Responsibilities:

  • Assist in the preparation and distribution of monthly financial reporting packages that provide strategic insight and critical analysis.
  • Ensure all financial data and reporting comply with federal reimbursement rules , particularly under the Federal-State Partnership Grant Program .
  • Prepare and submit detailed and accurate invoices to clients , ensuring appropriate coding of reimbursable operational expenses.
  • Collaborate with project management and contracts departments to ensure timely and compliant delivery of financial documentation and project deliverables.
  • Support the preparation and maintenance of fiscal files and financial records for annual audit readiness .
  • Perform regular reconciliation of accounts, including construction-specific payment breakdowns .
  • Assist in preparing ad hoc financial reports and analysis as requested by senior leadership or agency clients.
  • Maintain internal controls to ensure confidentiality, data integrity, and regulatory compliance.
  • Stay updated on changing regulations, accounting standards, and financial policies applicable to government-funded construction projects.

Qualifications & Requirements:

  • Bachelor’s Degree in Accounting, Finance, or a related field from an accredited institution (Master’s Degree is a plus).
  • 2-3 years of full-time accounting experience, preferably in the construction or engineering sectors.
  • Demonstrated experience with federal grants and financial compliance, particularly the Federal-State Partnership Program .
  • Strong knowledge of construction accounting principles , journal entry processes, account reconciliation, and project cost tracking.
  • High proficiency in Microsoft Excel , including formulas, pivot tables, and VLOOKUP functions.
  • Familiarity with accounting software such as SAGE , EAR , or other ERP systems is strongly preferred.
  • Solid understanding of GAAP , financial reporting, and regulatory compliance standards.
  • Excellent communication skills (verbal and written), with a professional demeanor and client service mindset.
  • Must be authorized to work in the United States .
  • Must be fluent in English (written and spoken).
