PRINCIPAL BUDGET ANALYST

Fiscal Services

Classification: Class Code 2250 / Level 3 / Exempt / Full-Time / Benefited

Hiring Salary Range : $70,000 - $100,000 (commensurate with experience)

THE ROLE AND RESPONSIBILITIES

Under the direction of the Associate Director of Fiscal Services, Budgeting and Planning, the Principal Budget Analyst assists with the centralized financial planning and budget management functions of the College. The Principal Budget Analyst serves as a secondary to the Associate Director of Fiscal Services, Budgeting and Planning, and various department heads on a range of fiscal and associated budget issues. This position communicates with external funding agencies in the absence of the Associate Director. The Principal Budget Analyst researches, compiles, analyzes, and interprets budget and financial data, participating with others across the various departments of the College. The incumbent also performs complex budget, auditing, payroll, and accounting‐related activities.

Typical duties and responsibilities consist of, but are not limited to, the following:

  • Assists in preparing budgetary information and reports provided to the California Department of Finance, Legislative Analyst's Office, legislative staff, and other State and Federal agencies.
  • Assists in coordinating reports of prior year actuals, current year budgets, and future year proposals for the annual Governor's Budget.
  • Assists the Associate Director with annual beginning-of-year and mid‐year budget development, coordinates budget hearing scheduling and participates in them, assisting the Associate Director with budget data entry.
  • Assists in preparing written reports, budget status analyses, and other information required for the quarterly meetings of the UC Law SF Board of Directors and its Committee on Finance.
  • Supports the Associate Director with written reports, budget status analyses, and other information required for the regular meetings of the UC Law SF Foundation and its Committee on Finance.
  • Aids in developing and maintaining short-term and long-term operating forecasts and financial planning models.
  • Provides support and training for Budget Worksheet input in Box system, and Colleague Self-Service to College management and department staff on budget‐related issues and oversees problem resolution.
  • Monitors revenues and expenditures quarterly to ensure that they are within budgetary levels and recommends necessary adjustments to Budget Managers.
  • Assists in directing the planning and development of operating budgets in coordination with departmental budget coordinators, Department Managers, Deputy CFO/Controller, Division Managers, Deans, and/or the Chancellor and Dean.
  • Compiles scheduled and special reports, analyses, and feasibility studies such as annual data summaries and program budget status reports.
  • Supports the Deputy CFO/Controller as a member of the College's audit team and assists in preparing schedules, reports, and other documents as required by the auditors.
  • Analyzes general ledger balances and assembles transaction documents for outside auditors.
  • Participates in developing College policies and procedures; may serve on planning and policy‐making committees.
  • Performs miscellaneous job‐related duties as assigned.

REQUIREMENTS

EDUCATION AND EXPERIENCE

  • Bachelor's degree, preferably in Business, Accounting, or a related discipline.
  • Master's Degree in finance or business administration preferred but not required.
  • At least two years of State budget experience is required, that is directly related to the duties and responsibilities specified.
  • Experience in presenting information clearly to various audiences, including the College Administration and Board of Directors.
  • Familiarity with the California Department of Finance or other state-level budget principles and practices.

  • Ability to develop and maintain complex budgets in a multi‐faceted higher education setting.
  • Must be able to communicate effectively, both orally and in writing.
  • Must be capable of documenting written procedures for budgets.
  • Highly developed interpersonal skills and the ability to build cooperative working relationships with a wide range of constituencies in a diverse community.
  • Strong analytical skills, attention to detail, and experience resolving complex problems or issues.
  • Ability to work independently, work under pressure to meet deadlines, and easily adapt to changing priorities.
  • Proficiency in MS Office applications (Excel, Word, Power Point, Outlook) and remote communication and collaboration tools (Zoom, Microsoft Teams, and Box).
  • Knowledge of university and/or public institution budgeting and funding procedures, standards, and documentation requirements.
