Position Overview

The Illinois Labor Relations Board is seeking to hire a Labor Relations Representation Specialist. The Illinois Labor Relations Board oversees public sector collective bargaining for the State of Illinois for all public employees outside the education sector. The ideal candidate will be a highly motivated and organized professional with experience in Public Administration, Human Resources, Labor Relations, or a related field who will be able to effectively serve as a representation specialist for the agency. The selected candidate will plan, organize, and direct representation proceedings before the Board by conducting preliminary investigations of representation petitions, reviewing petitions to amend or clarify certifications issued by the Board, and maintaining the mediation, arbitration, and contract repository for the Board. Essential Functions

Serves as a Labor Relations Representation Specialist for the Illinois Labor Relations Board (ILRB) conducting investigations of representation petitions as authorized by the Illinois Public Labor Relations Act (5 ILCS 315) and related administrative rules:

  • Reviews representation and decertification petitions filed with the Illinois Labor Relations Board, conducts preliminary investigations into petitions filed with the Illinois Labor Relations Board, and enforces the ILRB's rules in accordance with the Illinois Public Labor Relations Act.
  • Works with Labor Relations Investigators to plan, direct, and conduct elections related to union representation of public employees.
  • Conducts on site and mail ballot elections to determine employee support for collective bargaining representatives, including, but not limited to, making logistical arrangements, instruction parties on the ILRB's election procedures, challenging eligibility of voters, tallying ballots, and preparing certificates of results.
  • Reviews showing of interest for validity and makes determinations regarding majority support.
  • Makes recommendations to the Executive Director regarding final case disposition and/or certification of exclusive representatives.

Monitors, tracks, and organizes certifications and bargaining unit descriptions for the ILRB to ensure accuracy and completeness of records:

  • Reviews, processes, and conducts preliminary investigations of petitions seeking to amend, clarify, or revoke existing certifications issued by the ILRB.
  • Manages the ILRB's records of certifications and unit descriptions and makes updates as needed to ensure accuracy of current information and accessibility of historical records.
  • Makes recommendations to the Executive Director regarding amendments, clarifications, and/or revocations of existing certifications.

Maintains the mediation, arbitration, and contract repository for the ILRB:

  • Processes mediation and arbitration cases for the ILRB.
  • Coordinates and maintains the roster of mediators and arbitrators for parties served by the ILRB.
  • Organizes and maintains the ILRB's contract repository.

Counsels clients of the ILRB by answering technical questions related to the Illinois Public Labor Relations Act and the Board's administrative rules:

  • Responds to inquiries, via telephone and electronic mail, from clients related to the ILRB's procedures.
  • Conducts meetings with walk-in clients of the ILRB.
  • Serves as an Officer of the Day for the agency.

Performs other duties as required or assigned that are reasonably within the scope of the duties in this job description.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college in business, public administration, or a related field.
  • Requires three (3) years of progressively responsible administrative work experience in labor relations or human resources.

Preferred Qualifications

  • At least two years of experience working for a public labor relations agency or the labor relations division or department of a public employer.
  • At least two years of experience working with collective bargaining agreements.
  • At least two years of experience in file retention and organization for a public or private organization.
  • At least two years of experience drafting recommendations to higher level executives.
  • At least two years of experience in providing customer or constituent services.
  • Prefers extensive knowledge of the Illinois Public Labor Relations Act.
  • Prefers extensive knowledge of concepts and procedures related to collective bargaining and union representation.

The Illinois Public Labor Relations Act (Act), 5 ILCS 315 (2014) governs labor relations between most public employers in Illinois and their employees, along with the labor organizations that represent these employees. Together with the Illinois Educational Labor Relations Act, 115 ILCS 5 (2014), the Act provides comprehensive statutory regulation of public sector collective bargaining in Illinois. It has many similarities to the National Labor Relations Act, which regulates collective bargaining matters in the private sector, and to the laws of other states that regulate collective bargaining in the public sector.
