The Illinois Labor Relations Board is seeking to hire a Labor Relations Representation Specialist. The Illinois Labor Relations Board oversees public sector collective bargaining for the State of Illinois for all public employees outside the education sector. The ideal candidate will be a highly motivated and organized professional with experience in Public Administration, Human Resources, Labor Relations, or a related field who will be able to effectively serve as a representation specialist for the agency. The selected candidate will plan, organize, and direct representation proceedings before the Board by conducting preliminary investigations of representation petitions, reviewing petitions to amend or clarify certifications issued by the Board, and maintaining the mediation, arbitration, and contract repository for the Board. Serves as a Labor Relations Representation Specialist for the Illinois Labor Relations Board (ILRB) conducting investigations of representation petitions as authorized by the Illinois Public Labor Relations Act (5 ILCS 315) and related administrative rules:
Monitors, tracks, and organizes certifications and bargaining unit descriptions for the ILRB to ensure accuracy and completeness of records:
Maintains the mediation, arbitration, and contract repository for the ILRB:
Counsels clients of the ILRB by answering technical questions related to the Illinois Public Labor Relations Act and the Board's administrative rules:
Performs other duties as required or assigned that are reasonably within the scope of the duties in this job description.
Work Hours: Monday through Friday 8:30 a.m. to 5:00 p.m.

Throughout the State of Illinois, the Illinois Labor Relations Board (ILRB) regulates the designation of employee representatives; the negotiation of wages, hours, and other conditions of employment; and resolves or, if necessary, adjudicates labor disputes. The Illinois Public Labor Relations Act (Act), 5 ILCS 315 (2014) governs labor relations between most public employers in Illinois and their employees, along with the labor organizations that represent these employees. Together with the Illinois Educational Labor Relations Act, 115 ILCS 5 (2014), the Act provides comprehensive statutory regulation of public sector collective bargaining in Illinois. It has many similarities to the National Labor Relations Act, which regulates collective bargaining matters in the private sector, and to the laws of other states that regulate collective bargaining in the public sector.
